When you apply your EOI, you can be in or outside Australia. If you apply for an Independent subclass 190 visa you will either be in Australia or abroad. You must have a substantive visa or a Bridging A, B, or C visa in order to be able to lodge from within Australia. You can get a bridging visa, meaning you can stay in Australia while you process your visa application, until you apply from inside Australia.
